This paper sets out to establish a precise inventory of the situation resulting partly from the application of unbundling measures and partly from the programmes of investment in broadband (DSL, cable, WILL, fibre) launched by CLECs in the major European countries. An attempt will be made to measure the relative shares captured by CLECs in these different markets, with a differentiation between the principal segments (residential and businesses) and between technologies. It will especially be sought to evaluate the share accounted for in these countries by unbundled lines used by CLECs for ADSL and SDSL access. Country-specific situations, particularly in regard to the numerous cases of failure among new entrants, will be commented upon from the viewpoint of the efficacy of regulatory systems, relevance of the business models employed by CLECs and the part that can be attributed to the economy-influenced cautiousness of investors vis-a-vis the telecommunications sector.
