Over the last thirty years water policies in France have moved from the water resource viewpoint to that of water territory. This change has strongly affected local development policies because natural resources play an increasingly important part in local development processes, in particular because of environmental social demand. The link between local development and water management is still partly determined by companies and their development options. Analysis of these processes in two valleys brings to light specific situations.
