Abstract
The law of 24 August 2021 attempts to provide an answer to the concrete social problems posed by the various manifestations of separatist phenomena, but also to the difficulties inherent in the means of digital dissemination of hate speech, which promotes them. To do this, it mobilizes the constitutional principles of the Republican motto, to which the principle of human dignity is associated. The principle of equality of users before the public service, the principle of laïcité and neutrality of the public service complete this list. It also impacts many rights and freedoms affected by new legislative restrictions: freedom of association, freedom of worship, the rights of foreigners and the right to education.
