Partnership has emerged as one of the alternative ways to traditional -- mainly sectoral -- public policies. The struggle against exclusion is today a field in which the notion looks for coherence & legitimacy, particularly at the European level. This paper synthetizes comparative research & tries to identify the specific features of partnership in South Europe, serving as an introduction to this special journal issue on the topic. 27 References.
