The study of how members of the European Commissioners' private staff perceive their functions makes it possible to draw up an analysis of European institutions in general & the Commission in particular, in terms of administrative cultures. Perceptions of community construction produced in each member state & the way it is exercised by the various "administrative professionals" involved in it appear to be a more decisive factor in the appraisal.
