Abstract
The environmental uncertainty and the increasing expectations of the users favor the hybridization of the public and private sectors encouraged by the New Public Management. The great challenge of the public service is to do more with less. Employee loyalty to the organization seems all the more necessary to move towards a public service of high standard.
