Abstract
This article is about the cluster WE4LOG, founded by Occitanie Region in 2018, in an attempt topromote and regulate the logistic development in the area. This cluster is analysed as a process ofterritorial intermediation, which can be conceived as a dynamic revealing actors’ behaviours andprocesses, in a dimension made of horizontal relationships namely on the same territorial scale. Thiscluster plays the role of connecting actors and incubator of innovation, which refers to two dimensions.The first one is organisational and it includes the practice of pooling, the sharing of positive practices,the link among training courses, companies and administration. The other one is technical and itpromotes alternative energies, the modal shifting for the railway, fluvial and utility cycles’ sectors,offering innovative storage solutions. In spite of success in some cases, actors of the cluster WE4LOGare still isolated and the different actors struggle to find some common objectives to develop thelogistic sector. This may be due to a complex political-administrative environment, which does notoften represent the actors’ diversity, a lack of interest about logistics topics and the segmentation ofmeans of transport which still persists. This article is based on textual statistics to determine which arethe main themes for some categories of actors, qualitative semi-directive interviews with the actors aswell as active observations.
