Abstract
To shine in global competition, the European knowledge economy is committed to stimulating creativity and citizen participation. The democratization of culture is an essential tool in this sense. However, the European Union makes a distinction between a culture of excellence and popular cultures. It seeks to ensure that the popular ways of thinking conveyed are socially and economically constructive. This article tends to expose the modalities of regulation of cultural diversity allowing to nourish the potential of innovation and the capacity of cultural influence of Europe.
