Abstract
In this paper, we examine the recycling of toll revenue as seen in a bottleneck congestion model.Following TABUCHI’s two-mode model (1993), we integrate a redistribution of toll revenue betweenmass transit and public budget (share of the revenue). This analysisis an extension of MIRABEL and REYMOND (2011). A very interesting result is shown in our model:in a pricing regime with a fine toll and a mass transit fare based on the average cost, the optimalredistribution towards mass transit users allows to obtain an equilibrium similar to the benchmarkoptimal situation with marginal cost fare
