In an interview, Toulouse School of Economics professor Wilfred Sand Zantman talked about public-private partnership. Zantman said there are many formal definitions of a PPP that differ from country to country. Nevertheless, one can say that it is a form of arrangement by which public authorities make use of the private sector to provide public services. This arrangement can take many forms as it can concern the design, the building, the management and even the financing of those public services. One of the major features of PPP is the fact that the private sector is in general responsible for a bundle of these tasks. It can be the design and building, or the building and management of the infrastructure, and most of the time part of the financing. One way to maximize the chance of success of a PPP is to increase the congruence of interests between the State and the firm.
