Résumé
With the 1992 law on water we see the emergence of new policy based on a global approach covering both water resource and water environment. The legislator writes: "integrated management is required to ensure uses while respecting natural balances in a decentralised, concerted and collective framework". It includes concern for the transfer of the natural element to future generations, making it "the common heritage of the nation". This new water policy will lead to important changes in the organisation of actor systems.
