Abstract
Engineering plays an essential role in infrastructure projects, but its organisation has never been as unstable and fragmented as it is today. In the field of drinking water and sanitation, it has long been a strong competence of the State through its deconcentrated services. Today, the State has withdrawn its role in engineering and the number of engineering actors has multiplied. The issues of power, organisation, and regulation of public services are being addressed in renewed terms. This article presents the current actors in engineering and discusses the issues underlying the new distribution of roles.
