Résumé
This paper proposes an analysis of the initial path of Colombia’s decentralization marked by the affirmation of local level through the notion of autonomy, and a prospective reflection for the opening new stage of post-conflict period which emphasizes on inclusive territorial multi-level governance for good management of the regional development using the new public policy tool Contrato Plan (Planning Contract).
