ABSTRACT IN FRENCH: Tout en augmentant les ressources destinées à l'agriculture familiale et paysanne, le gouvernement Lula a maintenu la priorité des moyens à l'agriculture d'entreprise. Paradoxalement, l'appui à la réforme agraire semble plafonner en dépit des pouvoirs concédés aux mouvements de défense des « sans-terre ». Comment expliquer ce qui apparaît à première vue comme une contradiction et surtout à quels débats ont correspondu ces positions au sein du gouvernement fédéral? Cet article analyse les progrès, tensions et impasses du premier gouvernement Lula en matière de développement rural à partir de ses trois principaux instruments: le programme de renforcement de l'agriculture familiale, le plan de réforme agraire et le programme de développement territorial. // ABSTRACT IN ENGLISH: President Lula administration still allows priority resources to corporate agriculture production, despite the important increase of funding allotted to family and peasant agriculture. Paradoxically, the support to the agrarian reform seems to culminate, in spite of the power granted to the defence landless movements. How can be explained what looks like a contradiction and, over all, to what kind of debates do these positions give rise inside the federal government? The article analyzes the advances, tensions and impasses of the first Lula administration in terms of rural development through its three main instruments: the National Support Program for Family Agriculture, the Plan for Agrarian Reform and the Program for Territorial Development.
