Amartya Sen's theory of capabilities provides an original vision on the elements to take into account in order to assess the development level of a society, through identifying conditions that allow everyone to freely choose the way to reach what he wishes. These conditions, that he names capabilities, are close to what some participatory approaches aim, i.e. development of capacities to deal by themselves with their own priority issues. This paper describes how the evaluation framework of A. Sen has been used to reply to two objectives: better formalise the specific objectives of this kind of participatory approach, and better assess in what extent these aimed capacities are improved by the applied approach. This framework has been used to formalise then assess three-months outputs of a specific participatory approach named TerriStories ® . TerriStories ® explicitly pursues the development of autonomous capacities of participants, by combining (1) a very open serious game (designed by the participants themselves at the beginning of a workshop, then been used ('play') by themselves to shape then test their ideas to collectively deal with their priority issues; and (2) a specific commitment strategy (for after the workshop) that has been shaped by the participants themselves, in order to be then applied by them after the workshop. Sen's framework provides an innovative method to formalise the specific objectives of this kind of approach then to assess its efficiency.
