Résumé
In the Charente River Basin, water resources are scarce compared to water needs. A sufficient discharge (more than 2.5 m3/s) is required upstream of the town of Angoulême for urban and agricultural use and for aquatic activities. Moreover, water supplies are highly variable. In order to solve issues relating to the conflicting interests in water use, the construction of a new dam, Mas Chaban, has been proposed for environmental purposes only. The dam, which will reduce the variability in river discharges during the summer season, will however, also benefit the farmers. The farmers have therefore been asked to pay part of the operation and maintenance (O &M) costs of the irrigation system : 75 French francs(FF) per hectare and 0.0375 FF/m3 of water used.
L'étude, concernant la gestion de l'eau dans le fleuve Charente, analyse le rôle potentiel des instruments économiques permettant d'inciter les agriculteurs à maintenir leurs stratégies économes en eau actuellement en vigueur. Les principaux acteurs du fleuve Charente sont décrits. Ensuite les modèles économiques développés pour l'analyse de l'impact des instruments économiques sont présentés. Enfin, les différents instruments sont comparés aux objectifs recherchés.
