Résumé
The « digital revolution » is manifested by the rise of digital technology – mainly computing and the Internet – as well as the evolution of their influences in current societies. Thanks to new formes of information and communication, the digital instrument allows the global networking of individuals and contributes to the decentralization of the circulation of ideas. Even more, as soon as digital technology is associated with new technologies, it becomes a space of power through the standards it produces. In short, because digital technology has tjhe effect of dispersing matter, altering space and modifying the conditions of time, the latter inevitably deepens and complicates the modalities of expression and application of democracy. In the digital age, the democratic regime is once again questioned. Moreover, some envisage tje emergence of an « e-democracy » or a « difital democracy ». Ultimately, if democracy designates the political regime within wich legal and political mechanisms allow the most effective involement of the people and provide the conditions for the limitation of power, the present study aims to analyze to what extent the digital technology modifies, questions or renews its functioning.
