Résumé
In this communication, I pay attention to the regional public action in the making in Occitania about waste management and transition toward a Circular Economy. I question the relevance of the notion of 'local government' to characterise this regional ecological public action which try to act on a sectoral sub-activity : the management of building waste. This notion refers to scientific literature on the transformations of the state, both in terms of sector / public actor relationships and diffusion of action norms from central government. Based on the analysis of a complex set of actors, I adopt an instrumental approach (Lascoumes 2012; Lascoumes and Le Galès 2005) and offer to follow the evolution of regulations about construction waste management and policy implementation through Circular Economy concept at regional level. Then, I observe implementation of this policy from 2019 in order to raise the question of the independence of local public actors.
