Résumé
This paper summarises the experiences of the Pakistan National Programme of the International Irrigation Management Institute (IIMI) in the analysis of canal regulation and the impact on irrigation water distribution. The work was carried out in the 70,000 ha Chishtian Subdivision, which forms part of the Indus Basin irrigation system. The research approach consists of three main parts: (1) hydraulic modelling of the water flows in irrigation canals, using a mathematical unsteady state model (SIC); (2) analysis of official and actual rules governing canal regulation, captured in a regulation module (Gateman); and (3) linking hydraulics and management practices in order to determine the scope to improve canal water distribution by changing the operational rules. The ultimate aim of the programme was to provide information and tools to assist irrigation mangers in the operation of the irrigation network. The results presented in this paper are a synthesis of a number of papers, which have been published since 1994.
Cet article résume l'expérience du programme national Pakistan de l'IIMI (International Irrigation Management Institute) dans l'analyse de la régulation des canaux et de l'impact sur la distribution en eau. L'étude a porté sur la Subdivision Chishtian (70000 ha) qui fait partie du système irrigué du bassin de l'Indus. La démarche de recherche se fait en trois étapes : 1) modélisation hydraulique des écoulements dans les canaux d'irrigation, utilisant un modèle mathématique d'écoulement transitoire (SIC); 2) analyse des règles officielles et actuelles pour la régulation du canal, prises en compte dans un module de régulation (Gateman); et 3) liaison entre l'hydraulique et les règles de gestion pour pouvoir déterminer les possibilités d'amélioration de la distribution en eau en changeant les règles opérationnelles. L'objectif final du programme était de fournir des outils permettant d'aider les gestionnaires dans l'opération du réseau irrigué. Cet article est une synthèse des résultats de plusieurs articles publiés depuis 1994.
