Abstract
Despite the organic law of finance laws, there is no unity of expenditure relating to culture. The State's budgetary effort in favor of culture is fragmented and balkanized, making it impossible to understand the means allocated to culture. In addition to the fragmentation of programs, the authorities in charge of culture are fragmented and lead to opacity in funding policies.
